Sir,

I have the honour to forward copies of corres-

pondence that has passed between the Governor of

Hongkong, the Chief Justice of the Supreme Court in

Hongkong and myself with regard to a writ of summons

to a Chinese defendant in an action pending in the

Hongkong Court which the Court have requested me to

transmit to the Nanhai Magistrate for service on the

defendant in Canton. I have informed the Governor of

Hongkong that, for reasons which I have endeavoured to

set forth clearly in my two despatches on the subject,

I am unable to comply with the Hongkong Court's request

and that I am referring the matter to you for your

instructions.

It is with extreme reluctance that I have in
